Kane stepped up to take the penalty and net his 11th goal of the season on 13 minutes.
The Brighton bench were then furious when VAR did not give a penalty for an alleged foul on Leandro Trossard by Matt Doherty.
However, Brighton’s equaliser came in controversial circumstances.
Tottenham were stunned when referee Graham Scott failed to overturn Tariq Lamptey’s 56th-minute goal, despite Pierre-Emile Hojbjerg appearing to be fouled by Solly March in the build-up.
Scott checked his pitchside monitor, but let the Seagulls’ leveller stand to Tottenham’s dismay.
